The work is entitled 'Westminster Bridge', and is by the British artist Hilary Burnett Cooper.

 

Hilary Burnett Cooper is a Yorkshire Artist who has been painting and exhibiting her work from an early age. She studied Graphic Design at Jacob Kramer Art College, Leeds and now paints as a profession. She is an award-winning artist who has exhibited widely and is now represented by De Montfort Fine Art and The Whitewall Galleries.
